Commander Price, whose death was non-combat related, was a native of Pottstown, Pennsylvania. He was graduated from the U.S. Air Force Academy in 1993 with a degree in Human Behavior and Leadership. He was commissioned in the United States Navy and subsequently graduated from Basic Underwater Demolition/SEAL training with Class 193.

Commander Price's assignments included: SEAL Team FOUR (1994 -1997), SEAL Team TWO (1997 - 2001), Naval Special Warfare Unit TEN (2001 - 2002), United States Special Operations Command Central (2002 - 2004), SEAL Team FOUR (2004 - 2007), United States Naval Forces Central Command (2007 - 2008), and Joint Special Operations Command (2008 - 2010). From November 2010 to May 2011, Commander Price was assigned to Combined Forces Special Operations Component Command - Afghanistan and served as Director, Special Operations Planning Liaison Element to Regional Command South.

Commander Price's personal decorations include four Bronze Star Medals, three Defense Meritorious Service Medals, two Meritorious Service Medals, the Joint Service Commendation Medal, three Navy Commendation Medals, the Joint Service Achievement Medal, two Navy/ Marine Corps Achievement Medals, the Combat Action Ribbon, two National Defense Service Medals, the Armed Forces Expeditionary Medal, the Kosovo Campaign Medal, two Afghanistan Campaign Medals, three Iraq Campaign Medals, the Global War on Terrorism Expeditionary Medal, the Global War on Terrorism Service Medal, the Armed Forces Service Medal, the Sea Service Deployment Ribbon, two Navy/Marine Corps Overseas Service Ribbons, the NATO Medal, the Expert Rifle Marksmanship Medal, and the Expert Pistol Marksmanship Medal. Commander Price was also a graduate of the United States Army Ranger School (Class 10-97).

Commander Price excelled in football and wrestling at Pottstown High School. As Captain of the football team, he earned first-team All Pioneer Athletic Conference (PAC) as an offensive and defensive lineman in 1987 and 1988. In 1988, he was named outstanding PAC Defensive Player of the Year. In 1988 and 1989, he was the champion heavy-weight wrestler at Sectionals and in District 1 South.
